Background

Family planning and gender equality are critical for promoting sustainable health and development outcomes. Achieving gender equality will require a ‘whole-of-government commitment, with effective mechanisms in place that can translate policies into results. For health issues such as family planning and maternal and child health, a gender lens that enables decision and policymakers and advocates to understand the impact of gender relations, norms, and inequalities on family planning and maternal and child health are critical – not only in understanding the underlying gender barriers that influence outcomes but also in thinking about relevant governance structures and processes – that decision-making, programming structures that ultimately dictate the shape of policy and program specifics.

However, while there are tools that assess different components of gender mainstreaming, equality, they are typically limited to one particular organization, i.e., the UN or World Bank, or sector, i.e., private sector. Limited tools and resources are available for evaluating and understanding a country’s commitment to gender in its governance of reproductive, maternal, neonatal, child, and adolescent health (RMNCAH), with a particular focus on family planning from a gender relational perspective. Such a tool would ideally look across the whole of government at its commitment to gender in its governance of RMNCAH policies and programs, such as the existence of sustained government institutions (e.g., task force, working group, division, or ministry) that are responsible for mainstreaming gender, the consistency of funding for integrating gender into policies and programs, whether and how gender mainstreaming is actually being implemented, and to identify opportunities to improve efforts to advance gender equality.

The consultant will lead the implementation of the scorecard in Senegal.

Purpose

The purpose of this statement of work is for the consultant to lead the implementation of the scorecard in Senegal. The consultant will be required to:

  • Conduct a desk review of existing data sets to complete as much of scorecard as possible based on available information.
  • Contribute to the development of a consultation discussion guide.
  • Coordinate and conduct consultations with key stakeholders per discussion guide and in consultation with HP+
  • Provide written notes and analysis of consultations, along with suggested recommendations for strengthening the integration of gender into the governance of FP/RH and MNCH programming.

Consultant Qualifications

  • Masters degree in public health or a similar field.
  • A minimum of 5-years of health sector experience in Senegal, preferably working in gender, FP/RH/MNCH.
  • Demonstrated expertise conducting desk reviews, qualitative data collection, and leading consultations.
  • Demonstrated understanding of health governance.
  • Ability to work independently and move a project forward while collaborating with a larger project team.
  • Strong written and communication skills.
  • Fluency in French, mastery of English.
