Ipass recrute 01 Community Engagement and Youth Advisor
The Community Engagement and Youth Advisor will work to build a relationship that enables community stakeholders to work together to address issues and promote well-being to achieve positive health impact and outcomes.
Reporting directly to the Program Manager, the Community Engagement and Youth Advisor will work closely with the country leadership to define the country’s strategic social behavior change strategy involving in-country stakeholders through a user-centered design approach.
- Organizational Leadership and Strategy: responsibilities related to organizational strategies, setting directions, setting or interpreting high level organizational policies, any global responsibilities in addition to country level
- The Community Engagement and Youth Advisor will work to understand the Ipas strategic axes and tools related to community engagement, youth participation and the transformation of social norms for the capacity building of stakeholders (CBOs, INGO partners, government, etc.).
- Develop tools, adapt, and contextualize global tools for use at the community level in the DRC and strengthen the capacity of local partners.
- Develop theories of change jointly with the HQ and country technical and leadership.
- Financial and Risk Management: responsibilities related to leading assigned work areas, projects or teams. Note the expected number or range of direct reports. Note cross cutting team responsibilities even without direct supervision (project managers, leadership team membership)
- Program, technical, or functional content of the job: key responsibilities by specific program, team or functional area (e.g., policy and advocacy, health systems, fund raising, accounting, procurement, office management, admin).
- As Ipas is shifting in shared leadership, it is expected from the Community Engagement and Youth Advisor to be involved in communities of practice at the highest level of the organization and represent the experience of the DRC program, as well as apply knowledge acquired at this level to inform our program.
- Define and apply the country’s strategic intervention involving all stakeholders related to social behavior change and community engagement for the reduction of stigma and discrimination regarding women and girls.

- Document behavioral change processes and share knowledge globally.
- Capacity to work with social movements to advance women’s and girl’s right to access abortion.
- Strengthen linkages between community and health system.

- Collaborates with the Health Systems Advisor and the Policy and Partnership Advisor to develop, improve and implement community engagement activities and projects.
- Works with the Health Systems Unit in creating links between unit initiatives and coordinating activities with health staff
- Reports to the Program Manager regarding the implementation of the community engagement program, timelines, and issues
- Manages relations with partner NGOs, community organizations and women’s groups, ensures monitoring and assists in the implementation and management of programs
- Resource mobilization: responsibilities for promoting, and growing Ipas work through fund raising, project design, proposal preparation, liaison with donors, etc.
- Support the development of proposals at the country level and lead the Community Engagement unit activity implementation involving different stakeholders.
- Communications & representation: note internal collaboration responsibilities, and external representation, note level of representation, with vendors, consultants, partners, government officials, donors, professional conferences
- Define community information needs and develop communication plan accordingly.
- Communicates with research and evaluation colleagues around field data and internal and external studies.
- Communicates with external project consultants to ensure projects are implemented appropriately and community specific content is highlighted where appropriate.

- Strong facilitation and positive collaboration skills to participate on projects and committees with colleagues across Ipas and local community agencies.
- Highly developed change management skills to identify support needed to achieve objectives.
- Excellent written, verbal, and interpersonal communication skills.
- The ability to balance multiple priorities and communicate with all levels of the organization.
- Proven effectiveness at project management to assist in directing and managing all aspects of a project.
- Demonstrate a willingness to work hard to achieve the highest quality results.
- Develops and maintains accurate and complete files for projects and programs; continues to monitor for integrity and completeness.
- Demonstrated experience interfacing with the public and stakeholder groups.
- A deep commitment to sexual and reproductive health and rights, especially abortion and contraception access
- Professional-level fluency in both French and English (speaking, reading, and writing)
- Proven ability to lead and motivate teams and create a positive work environment, including through supportive supervision, strong communication, nonhierarchical leadership approaches, and modeling the Ipas core values.
- Demonstrated capacity and commitment to good stewardship of funds, including strong skills in work planning, budgeting, financial monitoring, and data-driven problem solving.
- Proven ability to build positive working relationships with diverse internal teams and external partners
- Education
- A minimum of a master’s degree (License) in social science or related field
- Experience
- 5 years’ experience, preferably in a similar role with community groups and populations
- Experience working in an equity-focused program including youth, gender and humanitarian and fragile context.
- Previous experience, preferably in the SRHR sector working for an international NGO in the country / region
- Must have the ability to work with different community populations, including adolescents and women’s groups, especially in the areas of communication and training.
- Experience of work in community of practice at the global level is an asset.
- Must have knowledge of community structures and entry points, including organizations and coalitions.
- Preferred Qualifications
- Fluency in French and English
- Working environment :
- Ability to travel up to 30% domestically (with occasional regional or global trips if applicable)
